Dr. Freeman became the Littleton Elementary School District Superintendent in 2006. During his tenure the district has had to respond to both rapid growth and extreme recessionary cuts. Under his leadership, the District has implemented a series of capital projects, including four new state of the art K-8 schools, four extensive renovations, and several District-wide infrastructure upgrades including energy savings. During his tenure the District passed 15 elections securing an additional $176M in resources. The District is home to choice enrollment schools with in-depth curricular options for families and has earned recognition for its performance in several areas.
The District actively develops leadership at all levels to help leaders learn to constructively manage change. Dr. Freeman speaks and presents at professional meetings, serves on educational organization and Department of Education advisory committees in the areas of public policy, testing and accountability, has served on numerous professional committees and boards, and has been an active member of professional associations. Dr. Freeman has also served a term as a CTED School Board member for West MEC.
Most recently Dr. Freeman was honored with the School Connect Change Maker Award. He is representing Arizona for the 2024 AASA Superintendent of the Year. The most prominent award recognizing superintendent excellence and evidence of outstanding leadership to compete for national recognition. He was nominated by Littleton Board Members and staff for superintendent of the year and was recognized as the 2023 All Arizona Superintendent, as the Arizona Distinguished Administrator for Superintendents in 2011, and as the 2010 All Arizona Superintendent for medium size districts.
Dr. Freeman was honored with the Raymond S Kellis Leadership Award in 2021, which is the most distinguished award conferred by ASA for recognition of integrity and career of service. He was nominated and selected for the WestMARC West Valley Inspiration in Leadership Award in 2019 which recognizes outstanding contributions to the West Valley.
Dr. Freeman was presented with the Educational Excellence Impact Award in 2016 for being a partner of distinction for support of the ASU Teacher Incentive Fund Grant. He was also recognized for outstanding dedication to Hope in Arizona by Kids at Hope and Arizona State University in 2022. Arizona House of Representatives also commended his Dedication and Service to Public Education.
Dr. Freeman just finished an unprecedented fourth year as the GPEMC/AZMEC Chair. He served for over a decade on the Board of Directors for ABEC, where he also served as co-chair of the policy committee, and on the Board of WestMARC, where he also served as co-chair of the education and workforce development committee for several years. In the past, Dr. Freeman service for two years as President for the Arizona School Administrators was also unprecedented.
Before coming to Littleton he worked in Instructional Support and as a principal at Paradise Valley Unified School District and was awarded the Arizona Distinguished Administrator for the Elementary level in 2002. His nearly twelve years as principal at two Arizona A++ Title I schools began at Tomahawk Elementary in Phoenix. Dr. Freeman earned his doctorate from Arizona State University and taught as a graduate instructor of teaching foundations and methods for several years. Before entering administration, Dr. Freeman taught in Texas and Arizona, and was Department Chairperson for Mathematics at Estrella Middle School.
